Frederick Carl Dirks, 89, who retired in 1974 as a senior staff member of the International Monetary Fund, died of cardiac arrest Nov. 5 at his residence in Bethesda.

Mr. Dirks joined the IMF in 1950 as chief of the North American division. Later, he developed the training courses in financial analysis and policy formation for government officials that became known as the IMF Institute. His final position was senior adviser to the treasurer on a wide range of policy issues.

He was born in Massachusetts and graduated magna cum laude from Middlebury College. He received a master's degree in economics from Tufts University in 1933, then moved to Washington to join the research division of the Federal Reserve Board. After World War II, he headed the financial intelligence branch of the U.S. military government in Germany.

His wife, Doris Alice Chase, died in 1984. Survivors include his companion, Jean Embree Hicks of Owings, Md.; two daughters, Jean Dirks of Lawrence, Kan., ...
